It uses date filtering to determine whether or not to install the required OpenSSL libraries. Since FileMaker Server 9 is a few years old, the installer has trouble with current dates.
The first thing I would do is go through the following steps:
1. Backup all database files that have been loaded onto the FileMaker Server, if any.
2. Use "Add/Remove Programs" to completely remove FileMaker Server 9.
3. Reboot your computer.
4. Set the system date back to 1 January 2009 (1/1/2009). This will allow the installer to load the proper OpenSSL libraries.
5. Install FileMaker Server 9.
6. Verify that the database server is running.
7. Re-set your system date back to the correct date.
8. Verify again that you can access the database server.
